I think GPOs applied to the OU have a higher preference than GPOs applied to
the site. Try creating a new GPO at the OU level, define (enable) the logon
text but don't put anything in the box.

Another option is to put your Citrix servers in a security group. On the
offending GPO, open Permissions (if in GPMC, on Advanced tab, click
Delegation). Add the security group and check the Deny box for Apply Group
Policy.
