[THIN] Interactive logon message and Terminal servers

I have created a gpo that turns on the Interactive logon message in the
Security Options.
Situation:
We have multiple sites USA and overseas.
We do not want this to affect overseas users.
I appled the GPO by sites in sites and services and found that the only way to
get it to work was selecting Interactive in the Security Filtering Box.
Problem:
Not inherited and hits the Citrix boxes along with other servers in a US Site.
How do I not apply this GPO to Citrix Servers?
