Absolutely Programs over Background Services.

Almost certainly Programs over System Cache.  The only reason to change that
one is if you have a whole lot of simultaneous users and after doing a
thorough performance analysis you determine that you are paging too
frequently due to not having enough pages in the system cache.

    Adjust for best performance for:
    Programs or Background Services?
