David, We recently had a consultant onsite that indicated the Programs or Background Settings should be configured for Background Settings. She indicated that they did a considerable amount of testing and there was a minimally noticeable performance improvement when configured for Background Services. I then changed 37 servers to the recommended setting. I personally configure the other setting for System Cache, though I'm not sure it makes much difference based upon some comments from Brian and Ron when they talked to the MS TS folks about these settings.
