A rep from EMS at Microsoft told me the queues do not usually reflect the total amount of messages awaiting delivery. He mentioned that some messages may sit in queue, and while they cannot be viewed by the GUI the mail routing queue may still remain. There is some type of timeout on that queue display. I don't think it's user changeable. I have anywhere from 70-500 queues depending on time of day . Double click on a queue and click find. It will show all queued mail for that domain.
