[THIN] Error 26005

Good Morning,
I have a new install of Windows 2000 Server which has SP2 on it with Windows
Installer Service 2.0 and MDAC 2.7 Refresh. When I install XPe FR2, it bombs
out with error 26005 - "Could not start IMA service in
CTX_MF_IMA_StartIMAService state = 1".
I have tried all suggestions that I have come across but nothing gives.
Any help would be greatly appreciated. Thanks.
