This is correct... I doubt you'd be able to change this as People would be able to gain the benefits of Citrix without having to pay for it. Citrix is more than just the ICA protocol. Even RDP client gain benefits of connecting to Citrix vs a vanilla TS server.. (CPU/Memory Management, Resource Manager, Installation Manager, Print Driver replication, etc) so why shouldn't they pay?
