Don't know about getting it changed, but the workaround is to set up
separate servers for RDP and ICA access if the numbers for pure RDP are high
enough....

As stated in CTX104605 an RDP connection to a MPS 4.0 (also 3.0) farm
consumes
a Citrix license.

In environments where for example RDP is used for LAN comnnections and
ICA for remote offices this would mean a significant increase of
ICA licenses.

We inform customers about this,  are not very happy about this.

Are we the only one facing this $$ (extra Citrix licenses) issue ?

Is it possible to put pressure on Citrix to change this ?
