It depends upon the environment, but there are a few options.

You could further restrict the user policies by disabling the File menus, 
disable right-clicking, etc.

Another option would be to disable the Messenger service on boxes that are 
receiving these notes if it is not required.  This would prevent the users 
from receiving messages sent to them.
