If you're talking about the offline file cache for server shares, then NO. The Terminal/Citrix Server generally resides in the same data center as where the other backend servers it touches. As for the laptop users, they will need to use the ICA/RDP client to connect the TS or MF farm. The will not be able to use the farm offline.
