I was at the same location as mention this afternoon and photographed a couple of Pectoral Sandpipers, but did not see a Ruff. The bird in question does look quite odd...I guess it could be oil. Actually, the location had some nice birds. Lesser and Greater Yellowlegs, Solitary Sandpiper, Dunlin, Least Sandpiper, Dowitchers and the Pectorals. Then, I too, started to have second thoughts. A Ruff should be a LOT bigger than the nearby Dunlin, and the head looks subtly wrong, too.
