[TechAssist] zenith 9-1557 module,vertical retrace at top of screen

I have a Zenith 9-1557 module or C12 chassis with vertical foldover and retrace
at the top. I have already replaced the output IC and the three electrolytics
(c2100/c2105/c2104) and no improvement. I have checked and replaced c3208 also
with no change. The voltages are alright , 25v is 25v and the 11v (pin 2) is
12v. Does anyone have any ideas?
