[TechAssist] Windows 2000 pro cant load drivers for cd/rom

I'm stuck on this one, guy's Need a fresh Idea.
Windows says error #31 Device (cd-rom) depends on a other device to work.
All other devices are working ok. Windows says cant load drivers when it
shows them loaded.
Moved cd-rom from ide2 to ide1 as a slave, windows found it installed it but
get same error code.
Booted off cd-rom and scanned for virus's --none.
Only thing that was strange is the driver for the cd-rom was changed to the
video driver when the cd-rom  failed to function. I tried a new cd-rom drive
and replace cable and cleared motherboard cmos. even restored to a previous
verson. Now I'm stumped.
