[TechAssist] Tripp-Lite Power

Could someone sullpy us with any information on repairing a Tripp-Lite power
supply.
It ahs no output voltage. When I switch the power switch on it draws about
1amp then it drops down to about 1/4 amp. on the 2 1000uf 25v caps I get
22.5vdc.
D1 and D2 cathode 30v
TP31 C-30v E&B 1.0v
2N3055 C-22v E-.60v B-1.0v
1n3492 22v
On the regulator board Theres is a MC1723CP I.C. I'm wondering if the chip
may be the problem.
