All of Toshiba's 27" and under TVs, starting in 2001, are built by Orion. D514 is a common failure, as well as the Opto-Isolator, but the voltages on your switching regulator do not sound right. If you have 167vdc in, a small voltage on one of the other pins, and no voltage on the other three pins, then it is not putting out any regulated or switched voltage. I would start with the regulator. Good luck!
