[TechAssist] Sony KV32FS12 BA5 won`t start, fly ticks constantly

Hi Guys, this KV32FS12, BA5 chassis, has a constant tick or click like you
would have from a relay but it`s definitely coming from the flyback, B+ line is
fluctuating from 35 v to 65 v up and down constantly, 200 v line is constantly
changing from 108-135 volts, HOT is not shorted, pulled CN502 to remove the rgb
driver from the circuit, nothing
changes, I don`t have the print so need some ideas, tia, Larry E
