Thanks for everyones help on this. I ordered the correct EEPROM for the set,
which didn't help.
The problem turned out to be a bad tuner, loading down the 5V line.
I couldn't get a signal even through the video inputs.
When I lifted the 5V line from the tuner, the video inputs came back.

Another day, another dog!
