Sounds like the thermal fuse inside the gear shift solenoid is open. The
solenoid can be seen from the top on the right side of the take-up reel.
Should measure about 18 ohms if OK. If it is OK the solenoid lever return
spring could be off or missing. Solenoid problems are usually caused by mode
switch/ mechanical alignment problems.
