Inject a RF signal modulated with a NTSC color bar signal into the tuner
and examine the video coming out of the tuner demodulator. This gives you a
known waveform with luma and chroma. If that is OK, that signal usually goes
through an input select IC and then on into a jungle IC that outputs the RGB
for the crt. So if its OK coming out of the tuner and gets to the jungle IC
the problem must be in the jungle IC. This is a general approach and not
specific for the one you are working on.
