[TechAssist] Magnavox Mod FP5220, Chas PTV705 Check 130v -b+ and Adjust

Changed fluid in blue tube ,now have arching around ground connection to tube
.pulled chas .[sweep/power supply],checked caps[esr].
checked Mylar type cap for open condition .This is good clean chas but checked
for bad solder anyways .Found nothing wrong .
I would like to check for 130v [voltage feeding to HOR section ],and adjust
if to high . I have no manual so appreciate Your help.
