Sounds like it...
SONY \KV32S45\Black no picture no video no color* IC351 had video in but 
garbage out the led would blink 1

Model :  KV32S45
Chassis:  SCC-S07B-A (MFD Oct 1998)
Tuner:  # 8-598-431-00

Had all snow on all channels, Audio and OSD worked fine, LED was not
blinking. I replaced Tuner (8-598-431-00) still no change. I checked all
tuner voltages, all ok but NO 5 volt VCC on pin 3, replaced leaky D1103 5.6v
Zener diode and this restored 5volt VCC to tuner.

Now tuner appears to be working, but picture is scrambled, with a negative
look and no vert/horiz sync. Audio & OSD work fine! The PIP picture in the
small PIP box looks great! But the main picture is scrambled looking as
described above. I checked all caps near tuner and on the "P" (PIP) and "B"
boards. WHen I plug in a VCR into the rear A/V jacks, the picture is still
scrambled looking with a bit of a negative look and no vert/horiz sync.

Now is another case of a bad Jungle IC351 CXA2095S failure? Help?
