I live in Nashville and I ask some channel 17 engineers about why channel 4 was on channel 10. They said that the FCC found that the VHF channels were not in demand as they thought they would be. There were technical problems and could not be used. So now they are using VHF. I never heard this but they said that the stations will use two channels analog and digital until they are required to return one back over. At that time they can choose which of the two they want to keep for DTV. At this time according to these engineers 17 in Nashville is only going DTV not HDTV.
