I thought that too, at first, but after searching the FCC's web site, I
found that most of the second channel assignments are temporary.  The plan,
as I understand it, is to eventually have TV channels in the 2 to about 50
range when all is done.  VHF will still be around, it's the UHF channels
above 50 that are to be (or maybe already have been) auctioned off to other
services.  Probably the reason the FCC is pushing to get this over with!
