I had a bad yoke once and I had a bad(shorted) CRT once as well. To test a shorted CRT I disconnected the anode wire,placed it in a glass jar, and unplugged the CRT board,thus isolating,or "floating" the CRT.Leave the yoke plugged in.Then if the set powers up with HV,the CRT is the culprit.This from the RCA tech assist line.
