[TechAssist] CTC169BD5 dead power supply chirps

Hi group,
This set came in with shorted HOT and bad C4402. Replaced them and power
supply chirps won't turn on. I checked and replaced regulator ic and the
caps next to it. pin 16 on U4101 comes up to 10v when I lift the pin. CR4122
3v zener also checked like leaky I replaced and no change.
