Have you done the tuner alignment procedure?
If the tuner is mis-aligned and/or the eprom has been corrupted in some way
it can give you a few different bad picture symptoms.

Hi All
This tv came to us with the usual tuner problems.....Tap the set and the
picture would flash.
We have done all the soldering needed on these sets but still have a
herring bone pattern over
the picture. The set had this problem and weak picture when it came
in--plus the intermitencies.
Other than htis complaint the set behaves ok.
Does anyone have info on this problem--Is it an easy fix---only a 20"
set?
