Matt, To answer you question fully I should add that all you need to connect
to the servers at the build site is a prepackaged VPN client (basically all
you do is take the .exe and run it and you have full access to the build
site) But it is not the optimal way because the connection
is relatively slow for uploading.
Also, here are the PDFs that talks about vault, it seems clear that you do
not need access to the server at all times, just to check out the code and
commit your changes. You are free to work without an internet connection or
access to the server while you are making the changes.
