        This is true. NAR Jr L1 requires he be 14 years old, and a senior, 
certified member be responsible for all handling of the motor.

    NAR has a Jr level program as long as you are involved and you are welcome 
at our Tripoli club. He would basically pick out a level one rocket build it 
under your supervision and fly it for a NAR Jr level one. You can go to there 
website and read up and print the paperwork or I keep them on hand with me.
