The difference with the agreements with O2 and Orange compared to the new T-Mobile deal is that T-mobile and 3 are to share 3G networks, Orange and O2 have just been a 2G roming partner for when you go out of 3's 3G coverage.

People who are using the 3 network may not have coverage in some areas
because in september i think it is the deal they have with O2 comes to an
end.

Hi Andy.

I'm not making any promises about whether you will or will not be charged.
I've never been charged for WFA on payg, but then when I've been on contract
which has been from June last year, I've always paid for an unlimited data
plan.  If you've an unlocked phone, by all means pop in to a three store and
pick up a payg sim or if you want L10 complementary credit you can buy the
sim online.  Either way, its not a major investment and you can trial three
for yourself to see if it is free to use WFA.
