See, I've herd this before, what are they actually saying that access
isn't chargeable? What's the deal here. And can any information be found
with regards to this?

Yes not charging for Access data seems to be the case, that is my
experience also but don't shout at me if you get charged! Other data
is charged as normal though, such as E-mail, web surfing, MSN etc.
