I believe toc.js is a dynamic table of contents generator, giving you links to
sections of the manual. The beta file indicates that you are a beta tester, and
offers you betas in the future.

Hi there Rob, and I hope you're having a great day!
Now, this is for just my curiosity, but there are a couple of files
in my SR main directory I am curious about their function in the program.
toc.js, the script?
and sr_beta.dat
it seems is now moot since the program is no longer in beta, though
it's dated 2/20/2009, the day of the final release? Hmm.
