Hi,

I have played quite a bit of contemporary wind music. Usually notes to
be flutter tongued have either "fluttertongue" or "flatterzunge"
(German) or "flt" written over the notes in question with an explanatory
note in the prefix.  
I don't think there is a need to beam them as well as the effect is
obvious.

For harmonics, I would suggest that you do need a harmonic sign to show
that you want a different effect or timbre, otherwise the player will
produce the note in the conventional way. It's common to have suggested
fingerings given if they are unusual or specific.

Dani,
I don't think that you need to indicate harmonic sign for clarinet as
it's used for strings, such as circle top of the note or diamond shape
of notehead. You can simply write the actual note you desire, then the
player thinks how to produce it.
For fluttertong, you may put beams as tremolo sign on the note. It
would be better if you also write the word "fluttertong" on the same
note as a description.
These are my experiences in writing contemporary music.
