I suspect it may be a Regional issue, Kevin.

My first attempt after installing, was to create a PDF from a Word Document,
and if definitely defaulted to A4, which was what my Word document was set
for.

But who knows with Windows these days?

Actually, George.  In my experience, Primo PDF defaults to leter no matter
what the paper size selected in the Sibelius score.  Your experience may be
different.
Hwoever, uou can choose A4.
