The specification that you refer to is the VCO operating range. As I=20 understand, your host will initially operate at 400KHz and later at=20 25MHz. At 400KHz the VCO will not track and you will end-up with four=20 aligned outputs at some other frequency with no particular relationship to= =20 your source.
