[SI-LIST] What is a good method to test the impedance of a PDS?

How should I test the impedance of:
1) Bare PCB
2) Populated PCB.
What test equipment is required?
How do I calculate the acceptable parameters for the design?
If this is too general then please point me to relevant reading.
