For serial channel characterization a VNA or TDR/TDT are the tools of 
choice.
A VNA differs from a spectrum analyzer with a tracking generator in two 
important ways:

1) A VNA extracts both phase and magnitude information.
2) A VNA includes the means to calibrate to a DUT
