I would definitely go with a P4. The 1G ram seems to be plenty. In my previous job, we were running Allegro and SpecctraQuest as well as Spectra on P4 machines with 512M ram without problems. The largest boards had 22-24 layers and up to a thousand components. I'm not an expert on Spectra but that seemed to take the most time to run. Sometimes we used 2 to 3 machines in parallel by constraining the areas for routing. Some runs would go over night.
