I had built two boards, one with Power and Ground 4 mils apart, and the 
other in which two signal planes were sandwiched between Power and Ground. 
 Both had same number of decoupling capacitors.  The PDN simulation showed 
the first board to be significantly better than the second board, with 
fewer resonances.  However, both had very similar EMI performance.
