Hi Edi,
  All of the major scope manufacturers should be able to accommodate
your needs.  For PCIe Gen 1, you will need at least 6 GHz of bandwidth.
Many of the scopes have built in compliance applications that will "walk
you through" making the measurements.  Or you can always do it the old
fashioned way of following the PCIe compliance documents on the PCISIG
website.  If are doing add-in card or motherboard PCIe slot compliance
testing, the compliance load boards can be ordered through the PCISIG as
well.
