I believe it is all in the way it is handled by the judge. It is perfectly
reasonable to withhold first place for several reasons and I agree with Lee on
his. I would just be leary if I were a judge though about degrading or making
someone, particularly a newbie, feel bad or unwelcomed. There is a proper way
to handle this situation and I think many of our judges would do so
accordingly. There are a few that may offend or scare someone away from
showing forever though. That is not a good thing.

IMO withholding a ribbon is mean spirited particularly when there is only one
dog in the class. If the judge wants to make a statement, I'd rather see
him/her
say something directly to the person about the quality of the dog rather than
make a public spectical of the individual and their dog in front of everyone.
Now, withholding points is another story

I disagree with you on this one. I don't think it is making a statement I think
it is keeping the dog out of the Winners class. A blue ribbon is the dogs
tickets to winners and if you are giving him the blue then in my opinion you
make a fool of yourself as a judge if you withhold the points. If it is good
enough for a blue to come back in winners then it should certainly be good
enough for the points since you already confirmed him to return to winners
class.
