It was voted on by all who wished to vote. I know I voted for the rotation and
it was implemented for awhile and as far as I know, it worked. There are
other venues besides Purina that work - otherwise there would have been no
rotation in the first place. Maybe they are more expensive or not available
now. But with some perserverance and searching, I'm sure it can be done again.
