This is a difficult situation, but not unmanageable. Letting her live in a
kennel until you were able to teach her basic obedience wouldn't be cruel.
 You could do so some socialization while you were training and perhaps she
would come around enough that you could place her with family.  Since she
was a house dog I would think she's housebroken, all of which would be a
plus.  I often get calls from people looking for an older dog.  I truly
believe in Karma,...you get back what you put in...  Hope things work out
