While I'm sure they can earn obedience trial championships (OTCH) and whatever
other non-conformation championships AKC offers, they can't become breed
champions since they can't be shown in conformation. From AKC's website on
LIMITED REGISTRATION:
"A dog registered with an AKC Limited Registration shall be ineligible to be
entered in a breed competition in a licensed or member dog show. It is
eligible, however, to be entered in any other licensed or member event. These
events include: Obedience, Tracking, Field Trials, Hunting Tests, Herding, Lure
Coursing, Agility and Earthdog."

registration only prohibited you from showing in conformation .
The AKC gives ILP numbers to dogs without papers so they can compete in
obedience.? I certainly don't see the difference with a

I think the AKC should make the "limited Registration" something where the
owner can participate and receive titles in Obedience, Rally, Agility, etc.
In other words a dog with this type of registration (identified with a
unique set of letters in the number - say LREG) would be able to compete in
all AKC events except BREED.
That should give these owners a real incentive to register with the AKC. I
belong to a local Obedience club and see many owners working very well with
their dogs and then told "sorry you can't show or compete". That is
heartbreaking for some of them.
This approach could easily take off with some very simple and limited
advertising by the AKC.
