Both existing legislation and PAWS define as "dealers" only persons who sell dogs in commerce for compensation or profit. "OR" is the key word. If they were just going after people who were making a profit on selling dogs then they would not need an or. They also wouldn't say "compensation". I don't know if this is a good idea or a bad one. I haven't read enough but I do know a little about how they will use words to try to screw everyone up.
