It's easy enough with the links in the news stories to find the regs; They have to keep the dogs for 5 days, during which time the lady would have had to pay the fines, impound fees, fees to get the dogs UTD on rabies plus a per day fee per dog. If the fees aren't paid after 5 days the dogs can be put up for adoption, which they were, (by sealed bid if more than one party was interested). What's not clear is if she was home during the seizure. If so, according to the ordinance she would have been permitted to choose 4 dogs to keep. It appears that since she's now had a violation, a breeders' permit wouldn't be granted and the maximum number of dogs she could keep would be 4. Moral of the story IMO is that you have to know the code/laws particular to your location and if you decide to thumb your nose and take a risk with the consequences....well I guess you'd better have some (a bunch of!) emergency cash stashed for the fines and fees and a few attorney's numbers in the ol' rolodex. (Not that I think this lady would have had a legal leg to stand on after reading the ordinance, mind you, but in her shoes, before the dogs were to be put up for adoption an attorney wouldn't have hurt and maybe, maaaayyyybeeee, could have negotiated something or at a minimum stalled until she got the money together to pay the fines and fees.) The news story is easy to find on google news...and it appears that the AC received a written complaint, which could be anticipated I suppose with 19 (or 23, again if she was home and kept 4) dogs at an address that can be described as "in the 9500 block of".
