No, I don't think it is missing the boat.  It is the audience for the 
publication.  When campaigning a dog for national ranking, we are talking all 
breed shows.  The Review's audience is a relatively small family of GSD folks 
that for the most part, with few exceptions, don't have any connection or 
interest in this competition.
It would be wasted money to advertise in the Review unless one were looking to 
showcase just for our breed shows, ergo the larger issues before our National.
For the first time in about 10 years I am sending an ad to the Review, not just 
to showcase a current winner but to celebrate my dogs, one a multiple BIS 
winner 
and #2 GSD, now joining the 13 club!   I do love the Review, wish it were sent 
free to all judges, wish it was packed with good articles of interest, show 
wins, ads, letters to the editor, etc etc.  I don't know the answer but, 
speaking as one who competes in both the specialty and all breed arena, think 
these are two different games.

We need to ask ourselves, why these ads are in the Canine Chronicle and not

I am not saying I know, nor am I complaining.  But, evidently we are  
missing the boat somewhere, and should address the issue.

I would like to hear from those who have some thoughts.
