I think your club needs to look into ammending your by-laws 
.................what if you have members that don't breed at all but have 
pets, but are interested in joining the club and helping our breed and 
becoming a good working member  (which we all desperately need) ?
Well they don't even breed so why sign a breeders code.............it 
doesn't make much sense to make it a stipulation.
How else can you entice people into showing or performance events or 
breeding according to the AKC standard ?
If you turn them away you have turned down a chance to have a good working 
member and someone who may get interested in exhibiting (conformation or 
performance).
You are right it's a Performance club too and AKC allows them to compete in 
performance events and also be AKC registered.
