No one on the Board or any committee should feel that they need to be aware
of postal changes. Of course, some of the changes are very obvious, such as
an increase in postal rates, but others are quite obscure. However, those
companies that are in the business of handling mailings of any sort should
be aware of every change, proposed changes and applicable dates. That is one
reason why an entity like the GSDCA hires a company to handle elections,
rather than just mail the ballots out on their own.
