If you rescue you are not going to be "dinged". The below comes from the AKC

Strangely, or not so, alot of rescue groups are fearing this. It won't affect
rescue groups or fosterers. You should spread the below around Ellen, so other
rescues are not panicking. Most know by now.....

What Is The Potential Effect On Rescue Groups?
This bill will not regulate any entity that does not intend to make a profit
from the sale of dogs. Both existing legislation and PAWS define as "dealers"
only persons who sell dogs in commerce for compensation or profit. Therefore
non-profit rescue organizations are NOT covered by the legislation. Passage of
the bill would result in better regulation and enforcement of the type of
breeders who are unwilling to take dogs back from pet owners who can no longer
care for them. Better enforcement of the AWA means less work for rescuers and,
ultimately, a more secure environment for dogs.
What About Rescue Groups Who Do Make Money?
True rescue organizations would be exempt because they are not selling dogs as
a commercial activity. However, groups that call themselves "rescue"
operations, but that actually are conducting a business, will not be exempt.
The USDA will have to write regulations to define when an operation is
operating "in commerce, for compensation or profit," and as previously stated,
AKC intends to work closely with the USDA and with members of Congress to
assure appropriate implementing regulations. USDA does not have an interest in
regulating non-profit rescue operations, and nothing in PAWS will require them
to do so.

is what I chose. Under PAWS if I rescued more than 25 dogs in one year I
would be subjected to all the Federal scrutiny this law would allow.
None of us can imagine what in the world AKC is thinking. Frankly, I never
understood, how they (the AKC) allowed puppy mills to exist or why they allow
inbreeding as a common practice and now they support a bill that will affect
their very existence. Go figure. Are they trying the right some wrong that
they've ignored for so long? Who knows!!!! If someone has the answer, do
share, I'm sure were all dying to know. If you love your animals and want
the right to own animals oppose PAWS and any other Animal Rights legislation
that may creep up!!!!!
