This was an interesting bill. It really is directed at the foreclosure companies and is a "feel good" bill. There is no protection for the animal left behind before the mortgage companies take possession, and a realtor doesn't become involved until the mortgage companies assign one to the property. That said, it does give the responsibility to the parties involved to notify animal services if they see that animals are left behind... and gives authority to animal services to remove the animals. And a good warning to those people who leave the animals there (feeding,watering, having neighbors care for them) to notify the mortgage companies and animal services that the animal is not abandoned.
